They don’t recruit at the highest level… the highest level is by blood only, they are born into it, then SA’d and forced to commit sacrifices early, to utterly sever any “way back” to God from a young age.
Freemasonry is for the “uppity” (capable) “normies” that at a certain level are offered either initiation & growth vs stagnation. That, and for greasing the wheels of the legal & other such systems.
I’m not even convinced they are 100% human at that highest level, but that might be a little too Book of Enoch-ish for this forum
